Civil engineer Leros does you building permission in two phases:
- The first concerns the studies
- The second concerns the supervision of the site.
Generally, given the very low local creative potential, it is preferable to have the studies done in Athens and be content with the site monitoring services by the civil engineers of Leros.

NOTRE AVIS : Il semble ne travailler qu’avec des grecs , il a très peu de temps pour prendre de nouveaux projets. Il a une communication assez brutale même s’il dit être un adepte des belles voitures et du style de vie à la française, nous n’en a eu le sentiment…

A Lakki , l’ingénieur civil des projets stars. Il est très autoritaire.
NOTRE AVIS : Nous avions repéré avec lui un terrain que nous étions sur le point d’acheter après qu’il ait fait l’étude topographique ! Nous avions été étonné qu’il rajoute à la demande du propriétaire un chemin sur le plan moyennant 50 euros ! Nous avions fait une contre-vérification par un autre ingénieur civil PAPAGEORGIOU qui nous avait dit qu’il y avait une erreur d’interprétation de la loi grecque . ce que sont frère notaire DIMITRIS GANTZIAS nous avait aussi confirmé !! De retour à son bureau, nous n’avons du droit qu’à réaction colérique ! Fin de partie !

A Aghia Marina, il est présenté comme un ingénieur moderne du fait de son utilisation d’un ordinateur et d’un peu de modélisation 3D avec Sketch
NOTRE AVIS : Très peu disponible , très peu enclin à trouver des solutions aux différents problèmes que vous pourriez rencontrer.

SPECIFITIES OF LEROS
The main handicap in Leros is the confusion of the role of the architect around creativity and the civil engineer specialised only in the quality of your home’s infrastructure. Without being told anything at all, an architect will be mandated in the back office by necessity for the lowest possible amount and therefore without added value of creativity! Clearly you pay a small share for an architectural service but it is the civil engineer who makes the creativity of your house. With all the obvious limits!
By walking around the island you will be able to realise that some houses are very similar, that some are poorly located on the ground as if the plan of the house had been mounted upside down. Despite the exposure of the sun, the orientation of the wind yet so important..
As a reminder, the service of the government regulatory body T.E.E. includes a study component for the civil engineer, the fluid engineer and the architect, then a supervision service only for the first two functions. In financial terms, it takes two thirds and one third! Especially in Leros your civil engineer will maintain this blur to take as much money as possible!! Be vigilant!!
Another point of vigilance: at the time of drafting the contract with the civil engineer, we often try to force you to commit to studies and supervision. It is not necessary to do all the services with the same civil engineer! Surprisingly, this is the first time we have seen a European place contract that does not include any exit clause from either party! No notice, no amount, no condition! Be careful because it is a minimum commitment of 2 to 3 years…
This approach of engaging you sustainably in studies and supervision hides the ultimate goal! The civil engineer will reveal to you at one time or another that by miracle he is also a builder and that he is obviously the best to lead the construction of your project! The reality is very different: he is absolutely not a builder in reality he has his usual construction team, independents. He takes care for you to organise the construction site, to recruit companies, to find you the “best” offers!! And you won’t have a real company to guarantee your construction anyway! This is no longer a story of vigilance, it is a story of red alert. Workers are not better paid than the union grids that are by the day! But on the other hand, their prices for you will be applied with multiples! And it can go very quickly and without any scruples!
As soon as you leave Leros only on the neighbouring island of Kalymnos you have much better structured professionals, with real skills to work in project mode with teams which contrasts with the artisanal side of Leros!
As a confidant, it is up to us that for all professionals of Leros, Patmos and especially Lipsi represents a real eldorado with rates including for the supply of equipment, earthworks, civil engineering that can range from 4 to 5 times for PATMOS and up to 6 times for LIPSI!!!
